LANSING — The Michigan Cannabis Regulatory Agency is reviewing a new executive order from the president that directs federal agencies to pursue reclassification of marijuana from Schedule I to Schedule III.

CRA Executive Director Brian Hanna said the move could advance the federal cannabis policy debate after years of advocacy by patients, businesses and states, including Michigan.

The agency cautioned that rescheduling carries significant implications, but also clear limitations, for state-regulated markets. Hanna noted that a change under the federal Controlled Substances Act does not automatically align federal law with existing state cannabis programs.

The CRA previously submitted formal comments to the U.S. Drug Enforcement Administration in July 2024, urging federal officials to consider the realities of state-regulated markets, banking access, taxation, public safety and research.

The agency says it will continue working with federal partners to ensure any change in classification includes clear guidance and coordinated implementation, while preserving the authority and integrity of Michigan’s cannabis system.
