County Approves Dual Review Policy

ADRIAN — Lenawee County is moving forward with a new policy that adds extra oversight for certain types of spending.

The Board of Commissioners is expected to approve a dual review policy requiring two separate readings for any non-personnel, non-budgeted proposals. County Administrator Kimberly Murphy said the change is designed to improve transparency and give commissioners more time to ask questions.

The policy includes exceptions for emergencies and routine items like payroll or previously budgeted costs. Emergency exceptions require a two-thirds vote.

If approved, the policy would take effect immediately and be shared with departments by September.
